Pasting to blank row in iOS difficult

Perhaps it is just me but it seems like an app issue. It’s plagued me for years. iPhone and iPad.
simply open a note, hit enter three times, then tap the middle blank row and tap again to bring up the paste option. Seems to work fine. But when I switch to a note already having blank rows and try to paste in the middle of them it jumps my cursor around to a row with text.
not the end of the world but hopefully pretty easily fixed.

Hi. This may be a problem with your on-screen keyboard. I just tried what you describe on my iPad (iPadOS 17.6.1) and had no problem with either Typefinity or the Apple keyboard. Typically, this “smart” cursor positioning is handled by the keyboard. Also, I have auto correction and predictive text disabled, qhich might make a difference.
