Simplenote is in the Cloud. You can access it from anywhere at app.simplenote.com in your browser. It uses the servers at simperium.com; you cannot alter that.

The above tied with single user. What i meant by hosting it in cloud, so admin and any user will be different. Basically publish all note collection with search to general public

I believe that Simplenote is provided as a (free) service that offers cloud storage of data, supported by six different apps on various platforms. We do not expect gmail, Apple Notes, or WordPress to offer their services on other cloud servers. Simplenote is similar to them. It is not just an app.
Some paid services, e.g. Box ( https://www.box.com/file-sharing ), have a notes feature, and allow sharing under various levels of restriction. You may be able to find a ready-made solution that meets your needs.
