cannot access server at api.simperium.com, note sync doesn’t work

Sync stopped working for me recently, both on web app and mobile.
Pings to api.simperium.com work, but TCP connections are not established (no replies to SYN packets).
My country currently is Uzbekistan, internet provider is Uzbektelecom (AS8193 “Uzbektelekom” Joint Stock Company).
Seems it’s some IP or provider issue – accessing api.simperium.com from other locations in the same country works without problems (for example from “AS43647 SERVERCORE CIS LLC” or “AS49273 COSCOM LLC”).
I’m not comfortable sharing my IP address publicly, but maybe there is a way to share it with support more privately?
(wasn’t sure where to post this – there are lots of similar threads about “server connection”, so decided to post separately, please forgive me if this is inappropriate)

Comparing TCP traceroutes between working and failing locations shows that packets seem to be dropped after hop with address 198.181.119.83. According to IP lookup this IP belongs to “AS2635 Automattic, Inc”, so perhaps there are some issues with overzealous firewall at WordPress?
